Why does it need to be connected to the Windows PC? The Windows PC is on the network, and must be allowed to connect to the webserver on the Pi, but the Pi must not be allowed to connect to the network through that PC.

The simplest way would be to put the Pi on a desk, with a keyboard, mouse, and monitor, but not connected to the network. Install the webserver on the Pi, then run a browser on the Pi to connect to the webserver on itself.

If the whole purpose of the exercise is to avoid having an extra keyboard, mouse, and monitor (because you can use the PC to view the webserver on the Pi), then just run the webserver on the PC.

I don't suspect any ulterior motive, but I suspect people want to know the reason for these specific requirements so that they know the reason isn't as dumb as it appears to be.
