Yes but with a large resistor. Touching the coin pulls GPIO25 HIGH. Try it out.

I will concede it is a rudimentary touch sensor, which will appear to work occasionally, but the reason you are having problems is that it's an extremely poor touch sensor. It is not worth troubleshooting.
