Under dhcpcd you can "request" an Ip address, I have statics set up in the router and requests on the Pi. if I change the router, as long as it is in the same subnet the request will usually be granted and I can set up the statics on the router at a later time. This means the router is still controlling the network IP allocations rather than getting jumped on by setting statics on the Pi.It's worse than that. What happens to all those dhcp reservations when you upgrade to a new, better (hopefully) or at least different router? They're all gone. I've been worried about that since forever, and have run my own DHCP/DNS server for 20+ years, now on a Pi since the Pi4.
I haven't found how to do the request using network manager without changing to dhcp, its part of the protocol so it is probably possible.
