If you follow the secure-boot-example tutorial step by step then this is known to work

As the message says either the key is missing in the EEPROM image or is not valid.
If rpi-eeprom-config is run with the -x argument then it will extract all the files from a pieeprom.bin file so you can use that to check that the public key is embedded.
UART log traces will also print the key hash in OTP.
