It seems DragonOS is Ubuntu based, anyway, both DragonOS and Ubuntu should include a non-generic but Pi5 specific kernel+DTB. People who made/maintain those distros/images have somehow automated it I think, but you can do the same yourself.
I would simply put the rootfs of both OSses on 1 NVME storage device in its own separate GPT partition with the first 1 a boot FAT and just flip contents of cmdline.txt. You don't need to use 2 NVME's to run 2 OSses or more than 2.
Normally a bootmanager like GRUB can handle this, but I haven't seen any report of people using GRUB with Pi5. It is no magic to get that to work, but will take a year or so.

What matters is what do those OSses with Pi specific hardware?
