I presume you are talking about an NVMe m.2 SSD drive.
Pimoroni do a "base" that fits underneath the Pi board:

You are then free to mount heatsink's on top.

Like you I always want fan-less cooling, so I chose this cooler:

The fan simply unclips, there is no need for it.
