Micro USB has one advantage over USB C: it has an ID pin so the controller can tell by the cable connected whether to work as a host or device.
Switching to USB C would lock things to one or the other until a reboot following a config.txt change.*
That may only matter to a minority of users (which includes me) but if it ain't broke don't fix it.
*: AIUI role swap can be done with USB C but it requires negotiation between devices in a similar way to USB PD
