Building on what @thagrol said, I had a fixed IP address on my home router but it would not work when I took it to my cottage. Assigning the IP address in the router, with associated MAC address failed until I deleted the IP address definition on RPI. This is with Bookwork Desktop.You also said "It's been a few years since I did this". That implies you may have previously done it on Bullseye or Buster. A lot changed with Bookworm so it might be worth trying with the Legacy (Bullseye) image(s).
So check your router static IP address management. It may be different than your old router which I still do not know how it's involved.
