This is fantastic! However, I think the investment to make such things commercially would be large, and the market relatively small.

You could ask Raspberry Pi how many Pi 400/500 they have sold (ball park figure). You will (obviously) sell fewer covers than that. Having said that, I'm pretty sure the Pi 400/500/keyboard is based on an existing keyboard model, which I have (Pleomax brand from Korea). Therefore your cover could possibly be used on more devices than just Pi devices.

I had a quick look around and only found this:

It's not silicone, but maybe could be used as a blank, and rear-printed or front-printed with artwork. Of course if the market was big enough you could afford to have your own moulds made.

These days we can buy lots of fabrication tools for use at home, which rival what was available commercially only a few years ago. In addition, high-street shops provide services that were only available to industry not long ago, for example, printing photos onto placemats and mugs. So maybe you could make them yourself and sell on Etsy or eBay.

Stickers for each key might be best, with a die-cut printed sheet with holes punched for each key that could just drop onto the keyboard to finish off the look.

Regarding copyright, I have no idea. I don't expect Commodore International Corporation will be coming after you. You could always edit the logo so that they are clearly not infringing, like Cornrnodore, but I don't know if that's any kind of defence, or just makes things worse.
