Is there maybe a certain type of USB drive it needs perhaps?

That could be the case. I found the 3B+ will boot from some USB drives/adaptors that a 3B won't boot from and a 4B or 5 will boot from some that a 3B+ won't boot from.

You may find that you can get the 3B+ to boot from that drive by using a micro SD card with a single partition with just bootcode.bin in it. With luck the bootcode.bin will support USB drives that the ROM bootloader doesn't.
