Error 16 is EBUSY. That value could be coming from the regmap (register set abstraction layer) because of some caching configuration, or it could be something else. Either way, I think this is more likely to be a problem with/exposed by the out-of-tree driver, not the overlay, which to me seems to simple to be wrong in this way.
