Here is another vote forThe combination of a Raspberry Pi Pico and a VGA demonstration board is much better suited to the OPs requirement than any of the Linux Raspberry Pis (and cheaper too).

This does not emulate an 8-bit microprocessor but instead converts a resource constrained Pico microcontroller into a standalone microcomputer that boots directly to Basic.
It handles VGA graphics and can use an SD card or the built-in flash to store programs.
