There are still a number of countries where the Pi 5 is available but the official power supply not, see for example Turkey among others.Considering how reasonably priced the official PSU is, why doesn't everyone just order one with their Pi? That's the real problem that has existed since the release of the 3B, then 3B+ and again with the 4B, so it's no surprise we're still seeing this on newer models. The mistake IMO is not in having done it, but not better explaining what was done, why, and the consequences of that. They have simply left people to discover their, not unreasonable, expectations were wrong.
Not sure a better explanation would really have helped, since no-one seems to read the official docs.
Perhaps the Pi5 should have been bundled with the PSU? Although I'm sure people would have complained about that...
On the other hand, the Odroid M1S quad-core A55 ARM-based SBC is bundled with a power adaptor as are all those mini PCs. I personally prefer the choice to not buy the power adapter, because I'm anyway likely to use an alternative power source.
