I didn't see this rule file in the official os,
Seems to be a recent change in package raspberrypi-sys-mods. Here is the commit:

Select/configure the ondemand cpu governor with a combination ofudev/tmpfiles rules.The selection/configuration of the ondemand cpu governor was previouslyachieved with the raspi-config SysVinit script (see raspi-configpackage). /etc/default/cpu_governor is no longer supported as aconfiguration mechanism;/etc/tmpfiles.d/raspberrypi-sys-mods-ondemand-governor.conf should beused to override the configuration provided by this package.
